Stage 3 of the Tour of Azerbaijan saw another breakaway rule the day as Vitaly Popkov of the ISD Continental Team narrowly outsprinted his breakaway companion, Stig Broeckx of the Lotto Belisol after 165 km of racing between Gabala and Sheki.
